Biography

James Plunkett possesses a strong blend of appellate, trial, and research experience. His practice is grounded in strategic analysis, clear writing, and a commitment to advocating for individuals and communities affected by institutional harm.

James served as a Judicial Law Clerk at the Oregon Court of Appeals, where he drafted precedential opinions and internal memoranda on a wide variety of complex legal issues. His work supported more than half of the judges on the Court and strengthened his foundation in appellate advocacy, statutory interpretation, and constitutional law.

James also externed for U.S. Magistrate Judge Jolie Russo in the District of Oregon, assisting with research and drafting on civil matters including unfair trade practices, default judgment standards, and federal jurisdiction questions.

Earlier in his career, James gained courtroom experience as a certified law student in the Multnomah County District Attorney’s Office. There, he litigated misdemeanor cases and regularly appeared in court, developing practical trial skills and working closely with individuals impacted by abuse and safety concerns. This direct service experience deepened James’s commitment to client-centered advocacy.

James graduated cum laude from Lewis & Clark Law School, where he served as an Associate Editor for the Lewis & Clark Law Review and published scholarship on cultural loss and reparations. He also holds an M.S. in Global Health from Duke University and a B.A. in Sociology from Kenyon College.
